The Ministry of Commerce issues Commercial Registrations and trade names and oversees company governance. We manage CR issuance, amendments and renewals.
What business owners use the Ministry of Commerce platforms for
The Ministry of Commerce runs the e-services that companies rely on throughout their life in the Kingdom, and many of them can also be reached through the Saudi Business Center. Typical services include:
- Reserving a trade name and issuing a Commercial Registration (CR).
- Drafting and amending articles of association for companies.
- Recording changes to partners, managers, capital, activities and addresses.
- Registering commercial agency and distribution agreements.
- Checking the status of another company’s CR before entering into a contract.
- Consumer-protection and e-commerce matters, including complaints raised by customers.
How a business gets access
Access is normally tied to the owner or the authorised manager listed in the CR, who signs in with verified personal credentials and acts on behalf of the entity. Companies with foreign shareholders usually obtain their MISA licence first and then complete the CR steps. Where an outside adviser helps, the safest arrangement is for the authorised person to keep control of the login and approve each submission, rather than sharing personal credentials.
Common issues
- Trade names rejected because they resemble an existing name or use restricted words.
- Activities on the CR that do not match the MISA licence, the municipal licence or what the business actually does.
- A manager or partner change that happened in practice but was never recorded, which surfaces when a bank or client checks the CR.
- Missed data-update obligations, which can restrict the entity’s services until they are corrected.
These platforms are owned and run by the Ministry of Commerce; Innovant is an independent adviser that can prepare documents and follow up applications, and is not part of the Ministry.
Frequently asked questions
Is the Ministry of Commerce the same as the chamber of commerce?
No. The Ministry is the government regulator that issues CRs and enforces commercial laws. Chambers of commerce are separate bodies that represent businesses in each region, offer member services and certify some commercial documents, and the Federation of Saudi Chambers coordinates them nationally.
Does the Ministry of Commerce handle work visas or labour issues?
No. Employment matters sit with HRSD and the Qiwa platform, and residency matters with Jawazat through Absher Business or Muqeem.
What do I need to issue a CR?
Typically the owners’ identification, the chosen legal form, a trade name, the business activities and, for companies, the articles of association. Fees are set by the Ministry and published on its platforms, and they can change, so check them at the time of application.
