Balady License Transfer, Printing and Cancellation: Step by Step

The commercial license for a shop, office or workshop is issued by the municipality through the Balady platform of the Ministry of Municipalities and Housing, and the three tasks owners search for most are all handled from the license holder’s Balady account: printing the license, transferring it to a new owner, and cancelling it. Moving the business to a new location is treated differently, because a license is issued for a specific site. Before any of these requests, pay outstanding fees and settle open violations, because that is where most requests stop. This guide covers each task, the documents to have ready, and the mistakes that get requests returned.

Before you start: what the license covers

A Balady commercial license allows a specific establishment to carry out specific activities at a specific site. Three links must stay consistent:

  • The establishment: the license is linked to a commercial registration with the Ministry of Commerce. The registration and the license are separate records, and changing one does not automatically change the other.
  • The activity: the activity on the license must be covered by the activities in the commercial registration.
  • The site: the license is issued for a particular property, which must suit the activity under the municipality’s land use, building and safety requirements.

Requests are submitted by the license holder, or by a person authorized to act for the establishment, after logging in to Balady with a verified government account. Fees, where they apply, are calculated by the platform and shown before payment, so rely on the amount on your screen, not on figures circulated online.

How to print a Balady license

  1. Log in to the Balady platform as the license holder or an authorized person.
  2. Open your licenses from the account dashboard and select the commercial license.
  3. Check that the status is valid. An expired license has to be renewed before you can print a current version.
  4. Choose the print or download option and save the file.
  5. Print it clearly and display it at the premises where inspectors and customers can see it. The code printed on the license lets anyone check it against the live record.

If the print option does not appear, the usual causes are an expired license, an unpaid invoice, a request still under review, or a login from an account that is not linked to the establishment. After any change to the license, print the new version and put it in place of the old copy on the wall.

Transferring a Balady license to a new owner

A transfer of ownership changes the license holder when a shop or business is sold or assigned, while the site and the activity stay the same. Before you start, make sure that:

  • The new owner has an active commercial registration that includes the activity on the license.
  • The license is valid, with no unpaid fees and no open violations.
  • The new owner can prove the right to use the premises, usually with a lease contract in their name registered on the official electronic rental platform, or with a title deed.
  • Both parties have signed a written sale or assignment agreement. The platform may not ask for it, but it is your protection.

Steps

  1. The current holder logs in to Balady, selects the license and submits a transfer of ownership request with the new owner’s details.
  2. The new owner reviews and accepts the request from their own account, where the platform requires it.
  3. Any fees are paid through the payment channel the platform shows.
  4. The municipality reviews the request and may inspect the site.
  5. Once the request is approved, the license is issued in the new owner’s name, ready to print and display.

What the transfer does not cover

A license transfer moves the municipal license only. Employees working in the shop stay on the seller’s establishment until their services are transferred through Qiwa and they are registered with GOSI under the buyer. Balady does not transfer the seller’s tax and Zakat obligations with ZATCA, supplier debts or utility accounts either. Deal with each of these in the sale agreement, with a date and a responsible party for each.

Moving the shop to a new location

Because the license is tied to the site, a move is usually handled as a new license for the new site and the cancellation of the old one, unless the platform offers a change of location option for your activity. A safe order of steps is:

  1. Before signing a lease, check that the new site allows your activity and can meet the building, signage and safety requirements that Balady publishes for it.
  2. Sign the lease and register it.
  3. Apply for the license at the new site and wait until it is issued.
  4. Move and open at the new site, and only then cancel the license at the old site.

Opening at the new site under the old license, or cancelling the old license before the new one is issued, leaves you trading without a valid license at one of the two sites.

How to cancel a Balady license

Cancel the license when you close the shop for good, move without transferring it, or stop the activity. Letting it lapse is not the same as cancelling: a license that is neither renewed nor cancelled can keep generating fees and violations in your name.

  1. Pay any outstanding invoices and settle open violations.
  2. Log in, select the license and submit the cancellation request with the reason.
  3. Remove the signboard and clear the premises where the municipality’s requirements call for it, since the municipality may inspect the site.
  4. Download the cancellation confirmation and keep it on file.

Cancelling the municipal license does not close the business. If you are closing completely, deal with the other records too: the commercial registration with the Ministry of Commerce, employees on Qiwa and with GOSI, and VAT and Zakat with ZATCA. If the closure is part of a sale or a restructuring, an Innovant advisor can sequence these steps so that nothing is left open.

Common mistakes

  • Buying a shop together with its license under a private agreement and never completing the transfer on Balady. The license stays in the seller’s name, and the buyer is effectively operating without one.
  • Opening at a new location using the old license.
  • A license activity that the commercial registration does not cover, which blocks transfers and renewals.
  • Leaving violations unpaid until the day you need a transfer or a cancellation.
  • A lease that has expired or is still in the seller’s name.
  • Displaying an old printout after the license has been changed.
  • Letting the license expire instead of cancelling it.
  • Submitting the request from a personal account that is not linked to the establishment.

Frequently asked questions

How do I print my Balady license?

Log in to Balady, open your licenses, select the commercial license and choose print or download. The license must be valid and free of unpaid invoices.

Can I transfer a Balady license to another person?

Yes, through the transfer of ownership service, provided the new owner has a commercial registration that covers the activity, the license is valid, and there are no unpaid fees or open violations.

Can I transfer the license to a new location?

A license is issued for a specific site, so a move usually means a new license at the new site and the cancellation of the old one. Check the platform for the option that applies to your activity.

Why can’t I transfer or cancel my license?

The most common reasons are an unpaid invoice, an open violation, an expired license, another request pending on the same license, or a login from an account that is not linked to the establishment.

How much do these services cost?

Fees vary with the activity and the site, and the platform calculates them before you pay. Rely on the amount shown in your Balady account.
