ZATCA continues to roll out the Integration Phase of FATOORA in revenue-based waves, each announced roughly six months ahead. If your VAT-registered turnover crosses a wave threshold, your invoicing system must connect to ZATCA in real time — clearance for B2B, reporting for B2C.

Confirm your wave first

Waves are defined by annual revenue in a reference year, not by sector. Check the latest criteria against your own filings before assuming you are out of scope; thresholds have stepped down with each wave.

Treat integration as a project

Generating a compliant XML, securing a cryptographic stamp, and passing ZATCA’s onboarding tests takes longer than most teams expect. Start with a sandbox, validate sample invoices, then schedule go-live with room to fix rejections.
