If your total VAT-bearing revenue exceeds the threshold for your wave, your billing system must link to ZATCA in real time. We see this requiring pre-validation for business transactions and reporting for consumer transactions.

Batches depend on annual revenue in a reference year, not by sector. We advise you to review the latest criteria against your filings before assuming you are out of scope. The limits decrease with every batch.

Treat Integration as a Project

Creating a compliant XML file, obtaining the cryptographic stamp, and passing onboarding tests at ZATCA takes more time than teams usually expect. We recommend you start with a sandbox environment and verify sample invoices. Then, set your go-live date with a margin to handle rejection cases.
