Companies hire talent from abroad when they expand or need specialized skills. But many discover that a Saudi work visa is not a single step. Before applying, your company needs to confirm that it is ready, understand the requirements for issuing a work visa, and know what must be completed once the visa is issued.
The process is more than an online application. It also depends on your company’s status, its Nitaqat classification, its valid licenses, and the employee-related steps that follow visa issuance. Planning ahead and coordinating between HR and your government relations team keeps the process organized and reduces the risk of delays.
What Is a Work Visa in Saudi Arabia?
A work visa allows an employer in Saudi Arabia to bring an employee in from outside the Kingdom, in line with applicable regulations and procedures. It is different from a visit visa or other temporary visas, each of which has its own purpose, requirements, and process. Steps also vary by company status: a first-time applicant faces a different process from an established company expanding its operations.
The employer’s responsibility is to confirm that the hire is eligible, submit the visa request through the approved channels, and complete the remaining steps so the employee can enter the Kingdom and begin the work permit and residency (iqama) procedures.

What to Check Before Applying for a Work Visa
1. Confirm your company is ready
Start by reviewing your company’s records in the official systems, its registered activity, its Nitaqat classification, and the licenses valid for that activity. This matters because your Nitaqat status affects later services: a work permit cannot be issued or renewed if the company is in the Red band. In other words, a company could obtain the visa and then be unable to finish the employee’s paperwork.
Next, identify the type of request that fits your situation. Visas are granted in different cases, including first-time recruitment requests by newly established companies, expansion of business activity, or requests tied to a government contract or a specific government endorsement. Each case may require different data and documents, so confirm which one applies to you before you begin.
2. Review your visa balance and recruitment requirements
Check the visa balance available to your company, or whether you first need to apply for a recruitment quota before visas can be issued. Procedures vary by service type and company status.
Steps to Get a Saudi Work Visa
Work visas are issued through approved platforms and government entities. The exact path depends on the visa type and your company’s status.
1. Log in to Qiwa and choose the right service
Log in to your company’s account on the Qiwa platform, review the work visa services, and select the one that fits your case.
2. Submit the work visa request
Once you have confirmed that you meet the requirements, submit the request through the platform and enter the required data.
3. Complete the required attestations
Some documents or requests may need to be attested by the relevant Chamber of Commerce before you move to the next steps. Check in advance which documents require attestation.
4. Complete the electronic visa authorization through the Ministry of Foreign Affairs
After the visa is issued, the electronic visa authorization is completed on the Ministry of Foreign Affairs’ visa services platform, where this step applies to your request.
5. Complete the employee’s steps outside the Kingdom
Once your company has completed its part, the process moves to the employee and the relevant authorities in the employee’s home country. This may include preparing documents, undergoing medical examinations, and finalizing the visa procedures.
Your company should stay in contact with the employee, explain the requirements and stages, and verify the official instructions for the country of application before setting a start date.
What Happens After the Employee Arrives in Saudi Arabia?
Your responsibilities do not end when the visa is issued or when the employee arrives. You must still complete the legal procedures needed to start work and obtain residency. Depending on the case, this stage includes, in order:
- Medical examination
- Medical insurance
- Work permit issuance
- Iqama (residence permit) issuance
- Completion of HR procedures
The Ministry of Human Resources and Social Development requires that a work permit be issued for the expatriate employee within the first 90 days of entering the Kingdom. Set a clear timeline for these steps.
What Can Delay a Work Visa in Saudi Arabia?
Companies can face delays in the recruitment process when requirements are not verified before applying, or when the request is not followed up afterward. The most common causes are:
- Company not ready: expired licenses or unmet service conditions.
- Visa balance not verified: starting the process before confirming the available balance or meeting the requirements to obtain one.
- Inaccurate data: discrepancies in company, employee, or application information.
- Late completion of requirements: delays in submitting documents and additional steps.
- Poor coordination: unclear responsibilities among HR, government relations, and the employee.
How HR and Government Relations Teams Make Recruitment Easier
When a process passes through several entities and involves HR, finance, and management, coordination itself becomes a challenge.
HR prepares the job details and employment contract and works with the employee to complete their requirements. The government relations team handles the related government procedures, checks the requirements of the available services, submits requests, tracks their status, and coordinates the remaining steps.
Coordination between the two teams links the hiring need to the legal procedures, defines responsibilities and deadlines, and surfaces issues early. Good planning also helps the employee arrive on schedule and start work on time.
